What the new standards mean

Victoria’s Minimum Energy Efficiency Standards phase in from 1 March 2027. Different requirements have different triggers, such as a fixed system failing beyond repair or the start of a new or periodic rental agreement. They are not a blanket instruction to replace every working system on that date.

Heating

From 1 March 2027, when an existing fixed heating system fails beyond repair, its replacement must meet the new standard: a non-portable, non-ducted electric air conditioner or heat pump with at least a 2-star GEMS heating rating, or an electric ducted system with a Heating Seasonal Performance Factor of at least 3.2.

Cooling

The cooling standard is triggered by a new rental agreement or conversion to periodic from 1 March 2027, extending to all rental properties from 1 July 2030. A functioning fixed cooling system can remain until it fails beyond repair. The standard requires a non-ducted reverse-cycle air conditioner or heat pump with at least a 3-star GEMS cooling rating, or a ducted electric air conditioner or heat pump with a Total Cooling Seasonal Performance Factor of at least 3.8.

Before draughtproofing a home with gas

If a property has gas appliances, a licensed plumber must carry out a gas safety check before draughtproofing begins. The check must be less than 6 months old when the work is completed.

Draughtproofing must not go ahead if the check identifies un-flued or open-flued gas appliances. These can become unsafe when a home is sealed. Our team can help you arrange the gas check and identify the next steps.
